David specialises in Recruitment for Project Management & Reporting involving leading edge PM tools, is a seasoned project professional having worked for over 12 years’ around the world leading strategic programmes, project delivery, governance and reporting for international companies involved in chemicals, construction, finance, transport and logistics.
He has also led the development of PM recruitment and run successful campaigns for Hays, Xerox, BAESA ,SAMA & GE Capital.

Saudi Arabia Municipality Programmes- recovering major programmes and developing PMOs, PMIS Processes and Controls to drive performance improvement and achievement of stretching government targets.
HM Treasury - established an EPMO to manage the migration of receipts and payments of £487 Billion. Delivered 78 releases with no negative impact 3 month ahead of schedule utilising internal staff and 10 outside contractors. 10th largest Programme in UK.
Barclays- Undertook a project maturity audit and developed the self-funding 2003 Retail Bank Transformation Strategy, Established an EPMO to successfully deliver the prioritised projects, value £120m, including the development of the first online banking solution.
Eircom – set up PMO, directed and coached Managers and Project Managers in complex Business & IT transformation winning MCA award for delivering most service and operational improvement in 2008.
Scottish Enterprise – set up PMO and led full global project lifecycle management of systems and 3-year transformation programme resulting in becoming finalist in e Europe awards for e-government benefit delivery.
Laing O’Rourke, Cranes Division - devised global target business model to raise turnover 4x to £1bln devising strategy, M&A, PMO and transformation, SAP systems migration, business case and new TOM.
Crane Telecoms Europe - sold, directed and managed comprehensive end-to-end full business turnaround to successfully restore profitability. Paid on results.
GE - set up global service business covering strategy, processes, organisation, marketing/product strategy, systems and reporting and managed major restructuring of sales across Europe saving 20% opex.
Civil Aviation Authority, UK - managed 3-year service and systems improvement programme, delivering £30m net cost savings and an ROI of 5:1
Capper Neil Construction - business turnaround and implementation of controls to keep in business.
Vickers Shipbuilding Engineering Government Property Services UK- financial investigation, business turnaround and implementation of controls, JIT, QMS, and production - line profitability in commercialisation.
Gibraltar & Rosyth Dockyards - led privatisation and conversion to successful commercial operation.
HSBC - Managed the programme to establish systems and data migration, front and back office automation, business process re-engineering of the finance, product development, invoicing, customer MI / CRM, credit control operations (c200 staff, £675m assets, 45,000 vehicles).
Servasure - IT software and service management company- managed profitably through Administration and to aid recovery sold and led major 5-y ear service and systems management contract to Dutch Telecom (KPN),
World Bank - led financial turnaround of Ghana State Gold Mines including development of MIS.
Led strategic redevelopment, planning and performance contracts for Gambian Ports and Utility Corporations and Ministry of Agriculture.
United Nations -strategic development and refinancing of Augusta Victoria Hospital for Palestinian Refugees.
ODI/ UNDR - set up and ran island wide communication/relief system post hurricane in Dominica, W Indies.
